Classes of Certificate of Registration

The Registration Regulation (O. Reg. 383/00) made under the Social Work and Social Service Work Act, 1998 (the “Act”) prescribes three classes of certificate of registration for social work and three classes of certificate of registration for social service work:

  • General class of certificate of registration
  • Inactive class of certificate of registration
  • Retired class of certificate of registration

Note: Members who held provisional certificates as of December 31, 2017 were automatically moved into the general class of certificate of registration.

Terms, Conditions and Limitations

The Registrar may issue a certificate of registration to an applicant, with terms, conditions and limitations. The Registration Appeals Committee may direct the Registrar to issue a certificate of registration to an applicant, with terms, conditions and limitations. After a hearing, the Discipline Committee may find a member guilty of professional misconduct or to be incompetent and direct the Registrar to impose specified terms, conditions and limitations on the certificate of registration held by the member. After a hearing, the Fitness to Practise Committee may find a member to be incapacitated and direct the Registrar to impose specified terms, conditions and limitations on the certificate of registration held by the member. Practising Status Display Values

Entitled to Practise: A College member who is permitted to practise as a social worker and/or social service worker.

Not Entitled to Practise: A College member who is not entitled to practise as a social worker and/or social service worker

Notations

Active: A member who is entitled to practise social work and/or social service work.

Cancelled: A College member’s certificate of registration may be cancelled for one of a number of reasons. When a member resigns their registration with the College and the Registrar accepts the resignation, the Registrar cancels their certificate of registration. A member’s certificate of registration may be cancelled if the terms, conditions and limitations on  their certificate of registration set out an expiry date and the certificate has expired. If the College is notified that a member of the College is deceased, the Registrar cancels the deceased member’s certificate of registration.

Inactive: A member who holds a certificate of registration, is not in default of any obligation to the College and is not the subject of any disciplinary proceeding, may apply to the College to become an inactive member. An inactive member may not engage in social work or social service work practice nor use the titles or designations reserved for members of the College, unless the title or designation is immediately followed by “inactive” in English or “inactif” in French.

Reinstated: A person whose certificate of registration has been suspended may have the suspension removed. In the case of a suspension for administrative reasons, the person must meet certain specific conditions to have the suspension removed. In the case of a suspension for disciplinary reasons or reasons of incapacity, the suspension may be removed in accordance with an order of the Discipline Committee or an order of the Fitness to Practise Committee, as the case may be. The removal of a suspension is referred to as a certificate of registration being reinstated.

Reissued: A person who applies for and is issued a certificate of registration after they have resigned from membership or their certificate of registration was cancelled is said to have their certificate of registration reissued.

Retired: A member who has been issued a retired certificate of registration and is no longer practising social work and/or social service work.

Revocation: A member’s certificate of registration may be revoked for administrative reasons, disciplinary reasons or reasons of incapacity. The Registrar may revoke the certificate of registration of a College member whose certificate of registration has been suspended for non-payment of fees, failure to provide information required by the College’s bylaws or non-compliance with the College’s Continuing Competence Program, if the suspension remains in effect for greater than two years. This is considered an administrative revocation. A member’s certificate of registration may also be revoked if the Discipline Committee, after a hearing, finds a member guilty of professional misconduct or to be incompetent and directs the Registrar to revoke the certificate of registration. The finding and results of the hearing of the Committee will typically appear on the Register, in accordance with the Committee’s direction. A member’s certificate of registration may also be revoked if the Fitness to Practise Committee, after a hearing, finds a member to be incapacitated and directs the Registrar to revoke the certificate of registration. The revocation will be noted on the Online Register.  A person whose certificate of registration is revoked may not use the reserved titles nor hold themself out to be a social worker or social service worker.

Surrendered: A member who has surrendered their certificate of registration and is no longer entitled to practise and is no longer listed as a registered member of the College.

Suspended: A certificate of registration may be suspended for administrative reasons, disciplinary reasons or reasons of incapacity. The Registrar may suspend the certificate of registration of a College member for failure to pay a fee or penalty prescribed by the bylaws, failure to provide information required by the College’s bylaws or failure to comply with the College’s Continuing Competence Program. This is considered an administrative suspension. A member’s certificate of registration may also be suspended if the Discipline Committee, after a hearing, finds a member guilty of professional misconduct or to be incompetent. If this is the case, the finding and results of the hearing of the Committee will typically appear on the Online Register, in accordance with the Committee’s direction, as will the notation of the suspension. A member’s certificate of registration may also be suspended if the Fitness to Practise Committee, after a hearing, finds that the member is incapacitated. The suspension will be noted on the Online Register.
